Regulatory Reform (Fire Safety Order) 2005
Also known as the FSO or RRO.
Applies to: All premises used for non-domestic purposes, including restaurants, pubs, hotels and golf clubhouses.
The FSO says that any person who has some level of control of premises must take reasonable risks to reduce the risk from fire – and ensure that anyone on the premises at the time of a fire can safely escape.
To stay compliant, you need to carry out a full risk assessment, create an emergency plan, and ensure regular training, evacuation drills and testing.
Fire Safety Act 2021
Also known as the FSA
Applies to: Any building containing two or more domestic premises, eg flats, student accommodation.
The FSA says that duty holders for multi-occupied domestic buildings need to assess, manage and reduce the fire risks posed by the structure and internal walls of those buildings.
To stay compliant, you need to carry out regular inspections of your property and any lifts, and ensure that evacuation plans and fire safety instructions are suitable and available to all tenants.
Fire Safety (England) Regulations 2022
Applies to: Any high-rise residential building, or building containing two or more domestic premises, eg flats, student accommodation.
Working in tandem with the FSO, these regulations mean that as a responsible person you need to provide information to fire and rescue services.
To stay compliant, you need to provide all residents with relevant fire door information and fire safety instructions. You also need to make building plans and information on external wall systems available to rescue services via a secure information box, install wayfinding signage, and regularly check lifts and fire-fighting equipment.
